Issuing Authorities
An Issuing Authority is a body that defines and issues qualifications: a state agency, a federal department, a licensing board, or SmartSub itself. Every qualification in the Qualification Catalog belongs to exactly one authority.

Note: This page is available to Application Administrators and System Administrators. Nothing in the rest of SmartSub reads the qualification catalog yet, so maintaining authorities here has no effect on notifications, eligibility, or candidate ranking today.
The Grid
- Label: the short form used in pickers, for example
PA DoE. Two authorities cannot share a label. - Name: the full name, for example
Pennsylvania Department of Education. - Holder Identifier: what this authority calls the identifier it assigns to a person. Shows Assigns none when the authority assigns no identifier.
- Jurisdiction: the state the authority belongs to. Federal and SmartSub-level authorities have none.
- Qualifications: how many qualifications this authority owns.
- Retired On: the date the authority stopped issuing, if it has.
Add or Edit an Authority
- Click the add button in the command column header to create an authority, or the
on a row to change one.
- Name and Label are both required and both must be unique across all authorities.
- Jurisdiction is optional. Leave it blank for a federal or SmartSub-level authority.
- Holder Identifier Label is what this authority calls the identifier it assigns, for example
PPID,Educator ID, orLicense Number. Whatever you enter here becomes the field label everywhere a substitute's identifier for this authority is shown or entered. - Leave Holder Identifier Label empty if the authority assigns no identifier. No identifier field is then offered for it anywhere.
- Retired On marks the authority as no longer issuing. A retired authority issues no new qualifications, but the ones it already issued stay available, because people still hold them.
Delete an Authority
- Click the
on a row and confirm. - An authority that owns qualifications cannot be deleted. Retire it instead.
- Deleting an authority releases its name and label for reuse.
